Lake Tiogue is picturesque body of water in Coventry, Rhode Island, popular with swimmers and boaters. At its southern end is a hazardous waste site loaded with PCBs, pesticides, heavy metals and other generally nasty stuff. Cost of cleanup, about $2 milion.

The EPA reached a settlement with several of the involved companies to pay for the cleanup. They set a public comment period so anyone interested could review the agreement.

That’s when the fun begins.

According to the Providence Journal, the agreement went into effect June 8. The public comment period lasted until July 19.

The problem was, the EPA didn’t announce the agreement until July 15! Then, when a reporter tried to get a copy of the agreement, they couldn’t find the one employee who had access to it.
